议会是立法机关的一种型态，由人民中选出一定数量的代表者组成以执行立法权；这些代表者称为议员，可以透过直接选举或间接选举产生、也可能是委任的。

In Deutschland warten derzeit mehr als 12 500 registrierte Patienten auf ein Spenderorgan. Viele verlieren jedoch den Wettlauf mit der Zeit. Täglich sterben im Durchschnitt drei Menschen vor der lebensrettenden Transplantation. Auf eine Million Einwohner kommen hierzulande nur knapp 15 Spender.
