Bulgarians began casting ballots Sunday in the first democratic referendum in the Balkan country. The vote is about the future of nuclear project with Russia at Belene on the Danube river. But turnout is expected to fall short of the required 60 per cent because many voters are confused by the question: 'Should nuclear energy be developed in Bulgaria through the construction of a new nuclear power plant?'. The center-right government of Prime Minister Boyko Borisov stopped the construction of the Belene nuclear plant due to its high costs for the poorest EU member state.
