But turnout is expected to fall short of the required 60 per cent because many voters are confused by the question: 'Should nuclear energy be developed in Bulgaria through the construction of a new nuclear power plant?'. The center-right government of Prime Minister Boyko Borisov stopped the construction of the Belene nuclear plant due to its high costs for the poorest EU member state. 据周日晚间的投票预测,保加利亚是否新建核电站的全民公投因投票率低而无效。预测显示,只有19.5%至20.3%的选民参加了投票,远远低于有效公投所需的60%的投票率。保加利亚有690万拥有选举资格的选民。2012年,保加利亚政府因造价太高中止了多瑙河畔与俄罗斯合作新建该国第二座核电站的项目。本次公投由反对派倡议。这是东欧阵营破裂来,保加利亚首次举行公投,被视为该国7月议会选举以及与俄罗斯关系的晴雨表。
