epa03557809 Voter takes a ballot with text 'To develop a nuclear energy in Bulgaria by building a new nuclear power plant?' before voting at a polling station during the national referendum on the future of Bulgaria's nuclear energy, Sofia, Bulgaria 27 January 2013. Bulgarians began casting ballots Sunday in the first democratic referendum in the Balkan country. The vote is about the future of nuclear project with Russia at Belene on the Danube river. But turnout is expected to fall short of the required 60 per cent because many voters are confused by the question: 'Should nuclear energy be developed in Bulgaria through the construction of a new nuclear power plant?'. The center-right government of Prime Minister Boyko Borisov stopped the construction of the Belene nuclear plant due to its high costs for the poorest EU member state. The opposition Socialists, on the contrary, are in favour of a new nuclear plant, the country's second after the Soviet style Kozloduy nuclear power plant. EPA/VASSIL DONEV +++(c) dpa - Bildfunk+++
