But turnout is expected to fall short of the required 60 per cent because many voters are confused by the question: 'Should nuclear energy be developed in Bulgaria through the construction of a new nuclear power plant?'. The center-right government of Prime Minister Boyko Borisov stopped the construction of the Belene nuclear plant due to its high costs for the poorest EU member state. 據周日晚間的投票預測，保加利亞是否新建核電站的全民公投因投票率低而無效。預測顯示，只有１９．５％至２０．３％的選民參加了投票，遠遠低於有效公投所需的６０％的投票率。保加利亞有６９０萬擁有選舉資格的選民。２０１２年，保加利亞政府因造價太高中止了多瑙河畔與俄羅斯合作新建該國第二座核電站的項目。本次公投由反對派倡議。這是東歐陣營破裂來，保加利亞首次舉行公投，被視為該國７月議會選舉以及與俄羅斯關係的晴雨表。
