韓日圍繞一個有爭議岩石島群的外交爭議加劇。韓國周五(8月17日)宣佈,拒絕日方關於由國際法院仲裁相關爭議的建議。韓國外交通商部一名發言人在首爾表示,日方的建議「毫無考慮價值」,在有關該島嶼的問題上韓方對日方的任何挑釁都將採取「堅決措施」。該島群在韓國稱「獨島(Tokdo)」,在日本稱「竹島(Takeshima)」。這位發言人強調,關於「獨島」,不存在主權爭議,從歷史、地理以及國際法角度看,該島主權毫無疑問屬於韓國。日方也表示,從歷史原因出發,該島主權屬於日本。一周前,韓國總統李明博突然訪問位於日本海的這一島嶼,引起日方強烈反應。東京政府日前提出建議,將主權爭議交由國際法院審理。
