Why Spain is opting out of NATO's 5% defense target

As NATO agrees to a higher defense spending goal, Spain says it is opting out. Spanish Prime Minister Pedro Sanchez said ahead of the NATO summit in The Hague on Tuesday that he wouldn't commit to the 5% target.
