Underestimating threat posed by Russia was 'serious failure'

Latvia's president has blamed a "failure of Western politics" for Russia's invasion of Ukraine. Egils Levits told DW that warnings from the Baltic states were not taken seriously enough. He defended sending tanks to Ukraine and stressed this did not cross a red line.
