Turkey seeks to link controls on illegal immigration to liberalization of EU visa regime

Turkey is refusing to implement an EU deal obliging it to take back illegal migrants who have crossed its territory before entering Greece. Ankara is holding out for more liberal EU visa rules for citizens.
