Years before this April's outbreak, experts had been warning a flu pandemic was long overdue. The last major one was the Hong Kong flu of the late 1960s, and when the H5N1 bird flu virus appeared in East Asia a few years ago, many feared IT would be the one. So far H5N1 has failed to spread among humans, but it did prompt authorities around the world to prepare for a major pandemic. This year they've been rolling out their action plans. But there's been controversy over some issues - in particular the use of vaccines. +++SYN+++
