The Planned New Sanctions Against North Korea -- and Possible Reactions

The permanent members of the United Nations Security Council have agreed on a draft resolution in response to North Korea's test of a nuclear bomb last month. The draft urges countries to inspect suspicious North Korean vessels, cut back financial ties with Pyongyang and expand an arms embargo. However, the document's demands would be non-binding. German Foreign Minister Frank Walter Steinmeier told a news conference following talks with his Russian counterpart that the resolution would be put to vote on Friday.
