New faces at the top of the EU

The conflict in Ukraine has again focussed attention on the EU’s foreign policy or, as its critics would argue, its lack thereof. A hastily arranged deal which saw the appointment of Poland’s prime minister and Italy’s foreign minister to two key EU positions is being read by Brussels insiders as an attempt to patch over deep-running foreign policy divisions.
