The small village of La Vilella Alta in Catalonia has a problem. It can't find a mayor. The village's 112 eligible voters took part in a recent election, but they cast blank ballot papers. The problem was that the only person running for the post came from the Canary Islands, not from La Vilella Alta. The villagers are a stubborn lot. If they can't have a mayor from their own village, they'd prefer not to have one at all.
