For a long time, Germany insisted there would be no "bad banks" to deal with toxic financial assets -- at least not before the federal elections in September. Now, it appears German Finance Minister Peer Steinbrück has changed his mind. According to the newsweekly "Spiegel", he wants to introduce a "bad bank system" to restore confidence to the sector.
