Can UN peacekeepers still mitigate conflict in DRC, Rwanda?

In the Democratic Republic of Congo, M23 rebels, believed to be backed by neighboring Rwanda, have made rapid advances. At least 17 UN peacekeepers tasked with preventing all-out war in the conflict-ridden region have been killed.
