Can Europe's 'Sky Shield' initiative help Ukraine?

"SkyShield" is a plan to offer Ukraine protection from Russian air strikes by deploying a European force of 120 fighter jets. Those behind the plan stress it would be an explicitly Europe-led air protection zone operated separately from NATO.
