Britain is suffering its wettest winter for 250 years. Record levels of rain have fallen. Swollen rivers have broken their banks, rail services disrupted and power supplies cut. But there’s been a rising tide of recrimination over the slow official response to the flooding - and who’s to blame for Britain’s poor flood defense.
